Pam’s Caramel Bars

Sweet chocolate and caramel combine to make this rich and delicious treat.
Ingredients:

1  -  Box German Cake Mix
1  -  5.5 to 6 oz. Can of Condensed Milk, divided
1  -  14 oz Bag of Caramels
1  -  12 oz Bag of Semi-sweet Chocolate Chips
3/4 Cup Butter
